For this purpose it establishes the Public Utilities Regulatory Commission. The Minister may by Order published in the Gazette declare that any public utility named in the Order is subject to the provisions of this Act or any part thereof and the Order may have reference to any particular public utility or any specified class of public utility. The Commission shall be a body corporate. The Commission shall handle claims about payment for services provided by a public utility and hear and resolve any dispute that may arise between parties governed by an enactment regulating the supply of services by a public utility. It shall enforce the terms and conditions of any licence granted or issued pursuant to any enactment under which the Commission has been conferred regulatory functions and provide advice to the Government on public utilities. The Act also establishes a Public Utilities Appeals Tribunal for the purpose of hearing appeals against decisions of the Commission made pursuant to this Act and any other enactment.
