Abstract These Regulations provide rules for the establishment and functions of the Government Procurement Committee, Procurement Division, Procurement Units, Evaluation Committee, and the Central Procurement Unit; procurement planning; procurement requirements and qualification criteria; methods of procurement; procurement proceedings; and transparency and integrity. Every officer involved in procurement who breaches any provisions of these Regulations commits a serious disciplinary offence which shall be dealt with under sections 39 and 40 of the Public Finance Management Act 2002 and the Public Service (Disciplinary Procedure) Regulations 2003.
