Procurement and supplies administration by a State agency must generate optimal benefits to the State agency and must conform with the principles listed in Section 8, including: the value for money principle, the transparency principle, the efficiency and effectiveness principle, and accountability principle. In the interest of transparency in public procurement, a State agency shall cause the public to have participation in the observation of any of the processes of the procurement of the State agency.
