Abstract This Act lays down provisions on the responsibilities of the Minister of Finance, Financial Secretary, Chief Procurement Compliance Officer; establishment of the Public Procurement Board; procurement and property disposal entity and its officers; functions of Bid Evaluation Committees; planning, contract valuation and requirements of procurement; procurement methods; prohibition of disposal of public property within Government; establishment and functions of Procurement Review Council; and ethical standards and procurement integrity. This Act compels any procurement official to exercise his/her public procurement functions diligently, impartially, conscientiously and fairly and not to commit or abet any act of coercion, collusion, corrupt or fraudulent practice.
