Such arrangement involves the mobilisation of private sector resources for the purpose of public financing, construction, operation and maintenance of development projects or concessioning and includes financing by Build Own Operate (BOO), Build Own Transfer (BOT), Build Own Operate Transfer (BOOT) and Public Private Partnership (PPP). "Public asset" shall include land except land held by the Uganda Land Commission or a district land board or land which is compulsorily acquired by Government in accordance with the law.
