This Act provides for the public procurement procedures, the rights and obligations of subjects involved in public procurement, the procedure for the exercise of state supervision and for the settlement of requests for review, and the liability for violation of this Act. For the purposes of this Act, ‘public procurement’ means purchasing supplies, contracting for services, organising design contests, contracting for public works, awarding public works concessions and service concessions by contracting authorities, and contracting for public works by concessionaires of public works concessions.
