In particular, the Regulations lay down provisions relating to public ports and public ports facilities. The ports set out in Schedule 1 are designated as public ports and have the limits set out in that Schedule. Section 14 establishes that unless otherwise authorized under these Regulations, no person shall, by act or omission, do anything or permit anything to be done in a public port or at a public port facility that has or is likely to have any of the results listed in this section.
