Public Law 29-51 - An Act to amend Article 1, Chapter 14 of Title 12 Guam Code Annotated, relative to declaring the property in and the right to the use of all the water, at any time, in a stream, river, or other surface source and water located beneath the ground and in the Aquifer in Guam are, for all purposes, vested in the Government of Guam.

Abstract

This Act amends the Guam Waterworks Authority Act so as to declare water resources of Guam to be a public asset and to block private development of independent water production, transmission and distribution systems, excluding above-ground water collection systems. No entity shall withdraw water from any water source on Guam without the expressed authorization of the Guam Waterworks Authority as provided for in its Rules and Regulations promulgated pursuant to Section 7 of this Act.
