This Act shall apply to all unsatisfied judgments in the Supreme Court, regardless of the date the judgment was entered. All fishing vessels and fishing vessel owners which or who presently have fishing permits issued by the Authority shall be allowed to exhaust the current term of said permit after which the fishing ban required by this Act shall immediately take effect.
