In particular, the Regulations lay down provisions relating to the leasing of mineral rights on certain public lands. Section 3 establishes that the Minister may, by way of lease, grant to any person the exclusive right to search for, win and take one or more minerals, the property of the Crown in right of Canada, within, upon or under lands in any province.
