Abstract

The purpose of these Provisions is to strengthen the safety management of road transport of refined oil. The Provisions consist of 6 Chapters: General provisions; Institutional staffing and responsibilities; Carrier access conditions; Oil filling management of tank farm; Oil unloading management of gas stations; Supplementary provisions. Chapter 3 provides for the conditions to be satisfied by carriers, tank cars, drivers and guards. Refined oil transport management department of enterprises shall, urge the carrier to develop and improve the safety responsibility system of tank car operation and management, carry out inspection and verification of the carrier's access conditions, and sign with the carriers the agreements on safety and environmental protection.
