Abstract

The present provisions regulate the management of forestry resources (trees, water, land and wildlife) by main village administrative authorities. The latter shall, inter alia: organize and direct the village forestry agency in charge of the management of forests and forest land, monitor and collect information on forestry activities within the village, study and promulgate consequent and appropriate rules on village forest management, etc. According to the provisions of article 9, "through appropriate rural development methods, the use of degraded forest land and vacant land shall be managed by the village administrative authorities and its population for agricultural production, animal husbandry, improvement and development of forests". Furthermore, article 12 establishes the right of the population to receive benefits, such as gathering of forestry product, cutting wood for firewood, coal, etc., hunting non-protected animals. Chapter V makes restriction on the use of forest land, forest clearing at water sources or along roads, mountain slopes, water ponds and in dense forests.
