The basis for carrying out work on the transfer (transformation) of land plots is an application from natural persons or legal entities, a petition from local government bodies, state bodies for the transfer (transformation) of land plots, submitted to the state administration of the district at the location of the land plot. The initiator for the transfer (transformation) of land into the category of lands of the State Reserve of Lands of Mineral Deposits is the authorized state body for the implementation of state policy on subsoil use in the manner established by the legislation on subsoil. The initiator of the transfer (transformation) of lands into the category "Reserve Lands" in the territory of a district shall be local self-government on the district territory. Local government body or local state administration initiates the issue of transferring land plots in state or municipal ownership from one category to another without the consent of land users (without expropriation of land plots) in the following cases: (a) constitution of protected areas; and (b) establishing or changing the boundaries of inhabited residential areas.
