Abstract

This Provisional Regulation shall be applicable to enterprises, institutions and organizations irrespectively of the form of property, natural persons, and also to foreign natural and legal persons carrying out any activity as a result of which any waste except for radioactive waste shall be formed, used, disposed of, managed, stored and buried. The scope of this Regulation shall be to regulate the relations between executive bodies, nature managers and state environmental institutions responsible for waste management. The formation, collection, storage and primary processing of waste shall be an integral part of any technological process and must be specified in the relevant technical documentation. Nature managers shall endeavour to reduce the formation of waste by introducing waste-free technologies and recycling. Waste shall only be transported in a manner that is safe for the environment. Authorizations for waste disposal shall be issued exclusively when recycling is impossible. It shall be prohibited to dispose of or store hazardous waste within three kilometres of any urban area or in urban forests, health resorts, recreational areas, sanitary potable water supply zones and water bodies.
