Quarrying shall be subject to authorization or concession, as the case may be, and shall be carried out in compliance with the Provincial Plan on Quarries to be coordinated with local urban plans (arts. 2 and 3). The Provincial Act makes rules relative to the submission of the application for quarrying, the issuance of the authorization or concession and their transfer and revocation or withdrawal. As regards the issue of the authorization, priority shall be given to landowners and usufructuaries. Article 14 sets out the fees to be paid to the competent Commune.
