The Protocol shall enter into force on the 30th day following the date on which all the Parties to the Convention have become Parties to this Protocol in accordance with article 4.
Abstract

This Protocol has been signed by the Member States of the Council of Europe and the European Community to lay down certain amendments to the European Convention relative to the protection of animals used for experimental or other scientific purposes. Firstly, article 1 of the Protocol amends article 30 of the Convention in matter of multilateral consultations to be held every five years for the purpose of examining, on the one hand, the application of the Convention, and, on the other hand, the advisability of revising it or extending any of its provisions. Secondly, article 2 hereto contains the text of new Parts XI to be added to the Convention. This new Part regulates the procedure to be followed for amending Appendices A and B to the Convention.
