Article 1 establishes that the protection of a forest shall take place if it is appropriate, suitable and necessary in order to sustain the forest development and to prevent harmful effects on the forests in general and on the general public. The decision to protect a forest or part of it shall be taken by the highest forestry authority on application or ex officio.
