The prohibition of the importation of plants shall not apply to any foodstuffs specified in article 3. Any plant which any quarantine officer believes capable of carrying plant pest or disease may be seized at the port of importation by a quarantine officer and retained by him until the Agricultural Officer has determined that the said plant shall be fumigated, destroyed or returned to the person to whom it is consigned or by whom it is imported.
