Abstract

This Special surveillance programme, as in accordance with the provisions of the Law on plant health protection (Republic of Srpska), determines the measures, deadlines, manner of management of those measures, entities that will implement them, sources and the manner of providing and using of funds and the manner of control over the implementation of special presence control measures as regards the presence of the quarantine pest Candidatus Phytoplasma solani (Stolbur phytoplasma; Quaglino et al., 2013) in the Republic of Srpska in 2020. Special surveillance for the detection of this quarantine harmful organism shall be carried out at the borders and on the entire territory of the Republika Srpska. The most important host plants of Candidatus Phytoplasma solani (Stolbur phytoplasma) are plants from the family Solanaceae (potatoes, tobacco, tomatoes, peppers, eggplant, Solanum nigrum and Datura stramonium), weeds and cultivated plants from the family Asteraceae (carrots, celery, chicory), vines, strawberries, lavender, corn and sugar beet. Prunus plants, such as plum, peach, cherry and almond, have also been recorded as hosts, mainly in Iran and Azerbaijan. Unlike the listed plants, which are in most cases the ultimate hosts of this phytoplasma, the poponac (Convolvulus arvensis L.) and nettle (Urtica dioica L.) are the most important reservoirs of this phytoplasma and the main vector Hyalesthes obsoletus Signoret. Candidatus Phytoplasma solani is a regulated harmful organism in the European Union called Potato stolbur mycoplasma in Annex II, Part A, Section II of Council Directive 2000/29/EC and on the EPPO A2 list for plants from the Solanacea family intended for planting and seed. Stolbur potato transmission testing confirmed transmission of H. obsoletus and Reptalus panzeri cicadas Loew. The most important are H. obsoletus, hosted by the convolvulus (Convolvulus arvensis), followed by Crepis foetida L., ruderal weeds and nettles (Urtica dioica).
