Abstract

These Regulations implement Commission Decision of 9/12/02 laying down interim safeguard measures with regard to imports of products of animal origin for personal consumption by substituting a new regulation 3 and regulation 3A for regulation 3 in the principal Regulations. This substitution amends the exemption from certain parts of the principal Regulations for personal imports meeting certain criteria so that the exemption no longer applies, with two exceptions, to meat, meat products, milk and milk products. They make appointment of independent persons to hear appeals against charges levied by the Food Standards Agency a function of the National Assembly for Wales. They insert into regulation 53 a provision corresponding to regulation 53(2) regarding recalculation of the charge and repayment of the difference between the original charge and the recalculated charge in relation to appeals against charges paid to the National Assembly for Wales or the Agency.
