The Act shall apply to the produce described in the First Schedule to this Act. The Board shall have advisory functions towards the Minister and States of the Federation. The Act also empowers the Minister to make emergency orders for the control in Lagos of pests affecting produce. Where any produce is found within Lagos to be infested or suspected to be infested with any pest, a produce officer may make such order as he may deem necessary for the treatment of such pest.
