Abstract

The Proclamation provides for the establishment of the Jose Panganiban Watershed Forest Reserve. The area covered by the reservation shall be under the administrative jurisdiction, supervision and control of the Department of Environment and Natural Resources, through its Forest Management Bureau, in coordination with other agencies of the Government with the objective of maintaining its usefulness as a source of water for irrigation, domestic and other purposes. The conservation of water being of primary importance, all other uses of the forest are subordinated to that purpose.
