Outside the territorial limit the Act is applicable within the sea area where Sweden has sovereign rights over the continental shelf for the exploration and exploitation of its natural resources in accordance with the Convention on the Continental Shelf, signed at Geneva on April 29, 1958. Supervision of the observance of directions and conditions for a licence in accordance with the Act on the Continental Shelf is exercised by the National Industrial Board. No licence in accordance with the Act on the Continental Shelf is required for the harvesting of living. A licence to exploit deposits of sand, gravel or stone in an area wholly situated within public waters in the sea area is granted by the National Industrial Board, unless it regards large exploitation or environmental concerns are involved. Exploration of the continental shelf or exploitation of its natural resources may not be carried out in such a way as to damage submarine cables or result in unjustifiable interference with navigation, fishing or the living resources of the sea.
