Abstract

This amendment encompasses three significant changes (1) alignment of the Executive Chief's powers with the Law Regulating Tenders and Auctions (Law No. 89 of 1998), correcting inconsistencies with Prime Minister's Decision No. 338 of 1995. This involves removing the Chief Executive's authority to exercise ministerial powers in implementing the provisions of the Law Regulating Tenders and Auctions (promulgated by Law No. 9 of 1983, now repealed); (2) mandating facilities impacting the aquatic environment to install sensors connected to the national continuous monitoring network for ongoing surveillance—an unprecedented requirement; (3) ensuring conformity with scientific and international standards in measuring pollutants emitted through chimneys, along with standardizing the methodology for calculating the true concentration of these pollutants. This aims to keep pace with technological advancements in Egyptian industry and consider the economic conditions of existing industrial entities.
