Abstract These Regulations require all operators of hazardous and noxious substances handling facilities to take adequate measures to effectively deal with pollution incidents arising from their facilities or from any vessels alongside the facility. Furthermore, operators are required to have hazardous and noxious substances pollution emergency plans and assist the Authority in the event of a pollution incident.
