The provisions shall apply to Singapore ships and to other ships while they are in Singapore waters. The disposal of all plastics from a ship outside any Special Area is prohibited (reg. 4). Regulation 5 concerns the disposal of garbage within special areas. Regulation 6 concerns the disposal of garbage into the sea within five hundred metres of fixed or floating installations. Restrictions on Singapore ships entering the Antarctic area are provided for in regulation 7. All ships shall carry a garbage management plan and a garbage record book as provided for in regulations 9 and 10.
