Article 2 establishes the duties of the Responsible Agency for these Regulations at the central government level. Article 3 establishes the duties of the Responsible Agency for these Regulations at the provincial (or municipal) level or at the county (or city) government level. These Regulations mainly establish the duties for executing department of prevention of marine pollution (art. 4); and the steps to be implemented for the prevention and controlling of marine pollution.
