Section 2 places restrictions on the removal of plants from any lands. Regulations may prescribe the treatment to be applied to any plant infested or infected with pests or diseases or the measures to be adopted for the extermination and prevention of pests and diseases of plants. Regulations may prescribe treatment and prevention of pests and diseases of plants and other measures specified in section 3. The Minister may make an Order to restrict the use of infested land. Section 5 concerns inspection of land. Inspectors shall keep a register of lands infested with pests or diseases and measures applied (sect. 6). Section 7 concerns duties of occupiers of land, whereas section 8 concerns treatment measures to be applied by inspectors. Sections 9 to 12 deal with importation of plants and plant quarantine. The miscellaneous provisions concern regulation making powers, offences and interpretation.
