Abstract The President, in order to introduce large-scale market relations and radically improve the mechanisms of financing and settlement payments in agriculture, improve the financial and economic situation on this basis, improve the profitability of agricultural producers and their enterprises, ensure a sustainable growth in the volume of output, decrees to establish beginning from 1 March 2018 government-guaranteed prices for the purchase of raw cotton and spiked cereals applicable to varieties and classes that increase the profitability of producers and stimulate the cultivation of high-quality products; government purchase order shall not be applicable to raw cotton on lands with low soil fertility and yields of less than 15 quintals per hectare over the last 3 years. Debt of farms growing raw cotton and spiked cereals, formed as of 1 January 2018, related to servicing organizations, including intra-sectoral debt, as well as debt related to state budget and public trust funds shall be postponed and shall be applied writing off the accrued penalties and fines.
