Abstract This Presidential Legislative Decree approves the Legal Regime of Special Economic Zones. This Regime, consisting of 11 Chapters, establishes general rules governing the creation, organization and functioning of Special Economic Zones (EEZ). It applies to economic and geographic areas delimited and reserved by the State to implement the EEZ, as well as to public, private and mixed national and foreign entities which perform any business activities or public administration. In addition, it regulates infrastructures, special centres of care, access to the EEZ, exploration companies, the special labour and the migration regime, customs procedures and tax and customs incentives. It repeals the legal regime of the Special Economic Zone Luanda-Bengo, approved by Presidential Decree No. 49/11 of 9 March.
