Abstract In order to complete efforts to improve the ongoing forest and peatland governance in order to reduce emissions from deforestation and forest degradation, this Presidential Instruction, establishes to continue the delay of issuing new permits for primary natural forests and peatlands exploitation. It applies to forestry areas located in conservation, protected and production forests (limited production forests, ordinary/permanent production forests, production forests that can be converted) and other areas of use as stated in the Indicative Regulation of Permit Postponement. The delay of granting new licence, as mentioned above, applies to the use of primary natural forest areas and peatlands, with the exception to: a) Application that has received prior approval from the Minister of Environment and Forestry; b) Implementation of vital national development, namely: geothermal, oil and gas, electricity, land for rice and sugar cane; c) Extension of forest utilization permit and/or user of forest area as long as the permit in the field of business is still valid; and d) Ecosystem restoration.
