Abstract

The President, with a view of further improvement of the efficiency of arrangements for the prevention of emergency situations and liquidation of the consequences thereof, assigns the following main tasks to the Ministry on Emergency Situations: (a) development and implementation of a unified state policy in the field of prevention and elimination of emergency situations of natural and man-made nature in peacetime and wartime, hydrometeorology, sustainable operation of waterworks, seismic observations, safe navigation of small vessels, protection of life and health of citizens in waterbodies; (b) early identification of risk factors and threats of emergencies, ensuring early prevention thereof; (c) providing comprehensive assistance to the population in the event of a risks to the life, health or property of citizens, strengthening and expanding public participation and interaction with local government, other civil society institutions in this area, ensuring timely notification and informing the public of existing risks; (d) development and management of the State system of prevention and action in emergency situations and civil protection of the Republic of Uzbekistan; (e) providing comprehensive monitoring and forecasting of risks of emergencies, performance of hydrometeorological and seismic observations in this field; (f) coordination of activities and organization of effective interaction of state and economic management bodies, local government and other organizations to ensure protection of the population and territories against emergency situations of natural and man-made nature, creating for these purposes state reserve funds for financial, food, medical, material and technical resources; (g) organization of the development and implementation of a set of measures and targeted scientific and technical programs for the preparation, performance and coordination of activities aimed at preventing emergencies, protecting the population and the national territory, supervising and effectively monitoring the safety of operation of waterworks, small vessels, waterbodies, as well as increasing the stability of the functioning of economic entities in the event of emergency situations; (h) organization and implementation of systematic training of the population, officials and formations of the State System on Emergency Situations for emergency response with a wide use of modern information and communication technologies and mass media; and (i) training of highly qualified professional staff and raising their qualifications.
