The criteria for the designation of toxic chemicals and observational chemicals set forth in Article 2, Items 3 and 5 of the Toxic Chemicals Control Act shall be as prescribed in Annex 1. Article 3 defines "plans or measures designated by Presidential Decree" in the sense of article 5 of the Act. Article 5 of this Decree provides for the issuance of chemical certificate.
