Abstract This Decree has the following purposes: (a) promote the sustainable development of agriculture; (b) improve reclaimed land, soil fertility and yield of agricultural crops; and (c) the efficient organization of land reclamation processes. It mandates: (a) improvement of the functioning and maintenance land reclamation systems to effective drainage of effluent; and (b) introduction of large-scale leases for land reclamation equipment to be used by water management organizations and water users’ associations. The Decree further requires the establishment of a fund to improve the land reclamation system by: (a) accumulating assets for land reclamation; (b) elaborating long-term and medium-term state programmes of land reclamation; and (c) providing state support to agricultural producers to finance soil fertility measures through improved land reclamation.
