This Decree shall take effect immediately.
Abstract

This Decree is enacted further to the policy of the state to ensure a continuous and adequate supply of energy through intensive exploration and development of indigenous energy resources and efficient utilisation of energy. The Decree provides for creation of the Department of Energy which shall formulate and implement the government's policies, plans, and programs on energy resources development. The powers and functions of the Department of Energy include policy formulation, establishing and administering an integrated program for the exploration, exploitation, development and storage of fossil, nuclear, geothermal and non-conventional forms of energy resources, regulating relevant business activity and assessing and reviewing energy research and development programs. The Department shall have an administrative service, financial and management service and a planning service. The Decree further provides on creation of the Board of Energy under supervision and control of the Office of the President that is in charge of regulating and fixing the prices of petroleum products, the rate schedule of piped gas, the power rates to be charged by electronic companies and to issue Certificates of Public Convenience for the operation of electric power utilities and services. The Decree further provides regulations on concurrent authority over the regulations of the mining of radioactive minerals and representation in the national water council. The Decree consists of 24 Sections.
