Abstract The President, in order to ensure the fulfillment of priority measures to reform the system of waste management, improving the payment system for waste management services provided, further supporting sanitary cleaning enterprises and expanding implementation in the field of public-private partnership, decrees as follows: (a) reform the activities of public environmental control inspectors in order to stimulate public control and create additional opportunities in the field of ecology and environmental protection; and (b) expand the “Ecological Patrol” system of work by transferring the following tasks and powers to carry out environmental control in local self-government (mahallas) to inspectors (senior inspectors) of the prevention of strongholds of internal affairs bodies: implementation of the prevention of offenses related to ecology, environmental protection and environmental management, as well as the fight against poaching in local self-government (mahallas); and direct bringing to administrative responsibility and carrying out pre-investigation checks for offenses related to ecology, environmental protection and natural resource management, as well as combating poaching.
