This Presidential Decree enters into force on the date of its official publication.
Abstract

The President, in order to ensure the implementation of measures for effective organization of state management of water economy within the framework of administrative reforms, decrees to approve: (a) priority areas of activity of the Ministry of Water Resources in accordance with Annex No. 1; (b) organizational structure of the Ministry of Water Resources according to Annex No. 2; and (c) "roadmap" for deepening reforms in the field of water management and transformation of the system's activities in accordance with Annex No. 3. The Inspectorate for Control of the Agro-Industrial Complex under the Ministry of Agriculture shall be transferred the following function: (a) control over the rational management of water resources, compliance with the rules (order) of water use and water consumption at all surface waterbodies; (b) implementation of a set of measures to identify violations in the field of water management, taking measures to eliminate the causes and conditions that give rise to them; and (c) consideration of cases of administrative offenses in the field of water use at all surface waterbodies. The Inspectorate shall be authorized to consider cases of administrative offenses on the facts of violation of the rules for the use of surface water and water consumption and the procedure for water abstraction as well as to apply administrative penalties against natural persons. The priority areas of activity of the Ministry of Water Resources are: (a) development and implementation of a unified state policy in the field of surface water resources management, rational use and protection of water resources, coordination of activities of executive authorities to prevent and eliminate the harmful effects of water, organization of management activities in the system on the basis of unity of command; (b) creating conditions to meet the ever-growing water needs of the population, sectors of the economy and the environment of the country, ensuring the efficient use of water resources; (c) improving the efficiency of accounting for all surface water resources and water use in the Republic of Uzbekistan, coordinating relevant measures to control compliance with water use rules, as well as the formation of a water balance; (d) attraction of foreign investments and technical assistance funds, as well as qualified foreign specialists and consulting organizations to ensure the safety and reliable functioning of water facilities, development of the sector; (e) scientific and technical support for the examination and implementation of projects for the construction and reconstruction of water facilities, improvement of organizational, legal and financial mechanisms for combating corruption in the field; (f) increasing the share of the use of water-saving technologies in the cultivation of crops, with the widespread introduction of advanced foreign experience, its stimulation by the state, as well as improving the reclamation state of irrigated lands; (g) widespread introduction of information and communication technologies in the sphere, including forecasting and accounting of water resources, their improvement and ensuring transparency, as well as organizing the management of large water management facilities based on digital technologies; (h) widespread introduction of public-private partnership and outsourcing mechanisms in the water sector, energy saving and widespread involvement in the field of renewable energy sources, transition to a system of phased reimbursement by water consumers of part of the costs of water supply based on the principles of a market economy; (i) organizing advanced training of specialists in the field of water management on a systematic basis, strengthening integration between water management organizations and educational and research institutions, ensuring the practical implementation of the achievements of science and technology; (j) development of interstate relations on the management and use of transboundary water resources, attraction of foreign investments and technical assistance funds, as well as participation in the activities of international organizations in the field of water management; and (k) ensuring the safety, reliable operation and protection of reservoirs, flood reservoirs, and other water management facilities.
