Abstract

The President, in order to stimulate the production of high quality silk products, ensure the implementation of stable activities of enterprises and the integrated development of the national silk industry, as well as establishing interaction with large sericulture enterprises and modern laboratories for scientific capacity building and training of qualified personnel for the silk industry, approves the proposal of the members of the associations "Uzbekipaksanoat" and Uztukimachiliksanoat on gratuitous transfer, respectively of Scientific Research Institute of Sericulture and Uzbek Research Institute of Natural Fibers Development Committee sericulture and wool industry under the Ministry of Agriculture, including their property according to the balance cost, while maintaining the current financing procedure. This Presidential Decree establishes that commercial banks allocate revolving loans to enterprises exporting silk products for their continuous provision of working capital for a period of 3 years at a rate of 5 percent per annum (with a bank margin not exceeding 1 percent). It also establishes the procedure in accordance with which, within the framework of the sources of subsidy financing, enterprises for the processing of cocoons and the production of silkworm cocoons are allocated from the national budget a subsidy in the amount of 120 thousand soums for each box of silkworm grenae supplied by them directly to persons involved in the cultivation of silkworm cocoons . It approves the proposal of silk industry enterprises to assign silk industry enterprises to local self-government in accordance with the Annex in order to ensure the employment of citizens, fulfillment of forecasts and organized conduct of the silkworm growing season, as well as providing ongoing practical assistance to industry enterprises. The Ministry of Investment, Industry and Trade, starting from March 1, 2023, will simplify the procedure for the export of raw silk in order to create favorable conditions for business entities in the export of silk products and prevent bureaucratic obstacles in this field.
