Abstract

The President, in order to diversify agriculture, increase the production of competitive products meeting the requirements of the domestic and foreign markets, by specializing the territory of regions in horticulture, viticulture, vegetable and melon growing, potato growing and the production of other foodstuffs, taking into account their soil and climatic conditions, as well as the widespread introduction of scientific innovations and increasing material interest among product manufacturers, decrees to promote gradual specialization of the national territory in the production of certain types of agricultural commodities, in particular in horticulture and viticulture sectors, related to vegetable, potato, melon cultivation, legumes, legumes and glasshouse horticulture. To exempt for the period from January 1, 2021 to January 1, 2023 from customs duties seeds, seedlings and rootstocks, mineral fertilizers, chemical plant protection products, modern energy-saving greenhouses and components for them, drip and sprinkler irrigation systems and components for them imported from abroad, according to the list contained in the Annex 5. This Presidential Decree validates the procedure for the allocation, at the expense of the Fund for the Development of Horticulture and Greenhouse Economy and the Fund for the Support of Winegrowers and Winemakers, of subsidized funds for the construction of boreholes in order to produce water for intensive orchards and vineyards planted in horticultural farms, as well as pumping stations for the purpose of abstracting water from rivers, canals and other waterbodies.
