This Presidential Decree enters into force on the date of its official publication.
Abstract

The President appoints the Government Commission for ensuring the safe passage of flood waters and mudflows, reducing the risk of snow avalanches and landslides (Governmental Flood Control Commission) in accordance with Appendix No. 1, entitling it with the following tasks: (a) development and implementation of measures to prevent emergency situations associated with hazardous hydrometeorological phenomena and geological processes, as well as strengthening preparations for mitigation of the consequences thereof; (b) coordination of activities and ensuring effective interaction between government bodies, local government bodies and other organizations in the implementation of measures to protect the population and territories from emergencies associated with dangerous hydrometeorological phenomena and geological processes; (c) development and implementation of comprehensive measures for the temporary resettlement of the population located in areas prone to mudflows, floods, avalanches and landslides, and in the future (if necessary) phased resettlement to safe places for permanent residence; (d) management of work to eliminate the consequences of major emergencies associated with dangerous hydrometeorological phenomena and geological processes; (e) checking the status of work on the prevention and elimination of the consequences of emergency situations associated with hazardous natural phenomena in the territories, carried out by ministries and departments, as well as hearing reports from officials on these issues; and (f) annually by March 20, submit to the office of the Security Council under the President of the Republic of Uzbekistan a report on the ongoing work to protect the population and territories from emergencies associated with dangerous hydrometeorological phenomena and geological processes, as well as the readiness of forces and means to eliminate them. Measures to protect the population and territories from emergency situations associated with dangerous hydrometeorological phenomena and geological processes are coordinated by the Governmental Flood Control Commission. The instructions and tasks of the Government Flood Control Commission, in accordance with the regulatory legal acts regulating issues within its powers, are binding on all ministries, departments and other organizations, regardless of their legal form and departmental affiliation, the Council of Ministers of the Republic of Karakalpakstan, local self-government (khokimiyats of regions and the city of Tashkent, khokimiyats of districts (cities), as well as citizens. The Governmental Flood Control Commission approves annually until March 5 measures to protect the population and territories from emergencies associated with dangerous hydrometeorological phenomena and geological processes in the corresponding year.
