This Presidential Decree enters into force on the day of its official publication.
Abstract

This Presidential Decree establishes that the Agency for Development of Viticulture and Winemaking under the Ministry of Agriculture of the Republic of Uzbekistan shall be national body of state administration financed by the State budget and other legally authorized funds. It sets up Vineyard and Winemaker Support Fund without the status of legal entity, financed from the following sources: (a) annual subsidies from the national budget of Uzbekistan; (b) deductions from the wholesale trade in alcoholic beverages in the amount of five percent of the net proceeds; (b) contributions from the State Unitary Enterprise "Enological Laboratory" and the State Unitary Enterprise "Uzumchilik Ukuv Markazi" (Viticulture training center) under the Agency's originating from net profit in accordance with the established procedure; (c) credits (loans) and grants of international financial institutions, foreign governmental organizations; and (d) other legally authorized sources. Fund’s finances shall be used for: (a) effective implementation of the Agency's tasks related to the implementation of complex targeted programs aimed at ensuring the dynamic development of vineyards and winemaking industry, including the purchase of grape seedlings, breeding grape selection varieties and their planting; (b) irrigation activities on vineyards, including water supply, construction of artesian wells, wells and reservoirs, acquisition pumps and pipes for water supply, water storage tanks; (c) allocation of loans and credits at an interest rate not exceeding 50 percent of refinancing rate of the Central Bank of the Republic of Uzbekistan to create grape plantations and the production of alcoholic beverages from grapes, fruits and berries.
