Presidential Decree No. PP-2833 “On measures to further improve the system for preventing offences and combating crime.” Country/Territory Uzbekistan Document type Regulation Date 2017 Source FAO, FAOLEX Subject General Keyword Governance Access-to-justice Human rights Offences/penalties Legal proceedings/administrative proceedings Enforcement/compliance Public private partnership (PPP) Non-governmental entity Public participation Geographical area Aral Sea, Asia, Asia and the Pacific, Central Asia, CIS (Commonwealth of Independent States), Europe and Central Asia, Landlocked Developing Nations, North Asia Abstract This Presidential Decree, in order to create an effective system of coordination of activities related to prevention of offences and combating crime and corruption, the introduction of modern organizational and legal mechanisms to prevent and suppress violations of the law to consider the main directions in the aforesaid field as follows: (a) ensuring guarantees of reliable protection of the rights, freedoms and legitimate interests of citizens, also by establishing a direct and open dialogue with the population, active participation in the activity of popular reception offices of the President of the Republic of Uzbekistan, preventing red tape or indifference to the appeals and problems of citizens; (b) elaboration and implementation of measures to improve law enforcement practice and legislation; (c) further development of interdepartmental cooperation, and broad introduction of modern information and communication technologies in preventive work, including video surveillance systems, electronic recording and interchange of interdepartmental databases; (d) strengthening public control, development of social and public-private partnership related to direct cooperation with local government and other civil society institutions; (e) prompt reporting of the general public about the offences committed and the measures taken to suppress them; (f) introduction of specific criteria for evaluating the effectiveness of crime prevention; and (f) improving mechanisms for involving citizens and NGOs in the prevention of delinquency, also by providing them with material and other incentives.
