Abstract

The President, in order to effectively manage water resources, fully record and report on them, improve relations between water users, as well as broadly involve the private sector in these processes, establishes the priority areas for water resource management at the grassroots level as follows: (a) reliable supply of water resources to agricultural producers and homestead lands of the population; (b) constant maintenance in a technically sound condition of irrigation systems, irrigation networks, their hydraulic structures; (c) involvement of large producers of agricultural commodities in the management and distribution of water resources on their territory; (d) wide introduction of the principles of public-private partnership in the transfer to the private sector of state functions for providing water to sectors of the economy; and (e) accounting and reporting on water through automated systems, the dependence on the human factor of which is minimal.
