Abstract

This Regulation defines a simplified, preferential procedure for the movement by natural persons of goods not intended for production or other commercial activities across the customs border of the Republic of Belarus, which includes full exemption from customs payments or partial exemption from customs duties and taxes, establishing unified rates of customs duties and taxes as well as the nonuse of economic policy measures. The purpose of the goods is established by the customs authorities based on the nature, quantity and frequency of movement of goods across the customs border of the Republic of Belarus, taking into account all the circumstances of the trip of a natural person and in the absence of grounds to believe that the goods are not moved for the purposes of personal use or consumption by an individual or members of his family. To the purpose of this Regulation food products shall be intended products of animal and vegetable origin related to goods not for commercial purposes: meat and edible meat by-products, fish, dairy products, poultry eggs, natural honey, vegetables, fruits and nuts, tea, coffee, spices, cereals, flour, fats and oils, sausages, sugar, cocoa and cocoa products, pasta, flour confectionery, vegetables, fruits, nuts, prepared or preserved, jams, jellies, marmalades, purees, juices, extracts, essences, coffee and tea concentrates, soups and broths, ice cream; and alcoholic beverages related to goods not for commercial purposes: vodka, liquors, wine, cognac, brandy, calvados, champagne and other alcoholic beverages with an ethyl alcohol content of more than 7 percent by volume (except for beer and rye beer). Movement by natural persons across the customs border of the Republic of Belarus of animals and plants, their parts and derivatives, as well as foodstuffs, with the exception of products intended for consumption en route, imported into the customs territory of the Republic of Belarus, is allowed subject to the submission of permits issued by phytosanitary and veterinary control bodies to the customs authorities. It is forbidden import into the Republic of Belarus by natural persons of more than 10 liters of alcoholic beverages.
