The Regulation defines general requirements (health conditions) for marketing aquaculture animals, i.e. live fish, crustaceans or molluscs coming from a farm, including those from the wild intended for a farm; and products, i.e. products derived from aquaculture animals, whether intended for farming, such as eggs and gametes, or for human consumption. It applies without prejudice to community or national provisions on the conservation of species. It introduces the concept of zones for aquaculture purposes identified in relation to the health situation and lays down criteria and procedures for the grant, maintenance, suspension, restoration and withdrawal of approval of such zones by the European Commission. Movement of aquaculture products between different zones are regulated. Reference is also made to the concept of farms enjoying a specific animal health status. Criteria and procedures are laid down for the grant, maintenance, suspension, restoration and withdrawal of approval of such farms equational authorities and, by the European Commission. Requirements, which are of protective nature, are set which apply to imports of aquaculture animals and products from third countries. Such imports are restricted to those animals and products coming from third countries appearing on a list drawn by the European Commission and subject to conditions set by the latter for each third country. These products must also be accompanied by a certificate issued by the exporting third country's competent authorities.
