The land procurement shall be conducted by means of releasing or relinquishing the land title and shall be based on the General Planning of Spatial Layout already stipulated. The construction in the interest of the public is limited to the fields listed in article 5 (e.g. public roads, reservoirs, dams, irrigation channels, harbours, religious services, public markets, government offices, etc.). The Decree establishes the Land Procurement Committee, nominated by the Governor/Head of First-Level Region. Furthermore, it establishes the cases and the criteria for the compensation to be paid either to the land title holder or to his legal heir or to the inspector for land donated for religious/public use.
