Committees shall be set up to assist peasants in the development of farms. The unprofitable and low-profitable farms and state farms must be abolished and their land and also all arid lands shall be transferred to the State Land Fund. Lands shall be granted to peasants for the permanent use under the terms of lease. The Ministry of Agriculture and Food shall give financial support to peasants on agricultural equipment, fuel and lubricating materials, animal feed and other resources. In addition, agricultural equipment, tractors, maintenance and repair units, warehouses, administrative buildings and cattle farms of abolished farms and state farms shall be collectively allocated to new agricultural enterprises.
