This Decree sets out provisions on the structure, duties and responsibilities of the State Water Reserves Agency. The duties assigned to the State Water Reserves Agency are (i) implementing state water cadastre, monitoring water bodies and registering surface and groundwater, (ii) limiting, suspending and prohibiting the activities of the facilities and enterprises and the use of equipment damaging the water resources, (iii) identifying sanitary-protection areas in water resources, especially in drinking water resources, as well as marine conservation areas, areas for coastal protection, (iv) taking measures for conservation of surface and groundwater and making cadastral survey, (v) carrying out disaster risk management, (vi) carrying out water resources management to ensure the efficient use and protection of water bodies, to improve water quality, (v) determining basic principles of management of and ensuring safety of dam and hydraulic structures, (vi) carrying out state control over the use and protection of water resources, activities in water conservation zone and over water distribution, (vii) setting standards on the use and protection of water bodies, (viii) developing state programs and improving water resources management, (ix) taking preventive measures for waste water discharge to water bodies, (x) gathering information about water facilities, water resources, water regime, water quality, water use and consumers and promoting the use of Geographical Information System, and (xi) ensuring the implementation of international agreements.
