This Presidential Decree enters into force 60 days after the date of its official publication.
Abstract

This Regulation defines the preferential procedure for moving goods for personal use across the customs border of the Republic of Belarus, including full exemption from customs duties and taxes, cases of such exemption, the application of uniform rates of customs duties and taxes, cost and quantitative (weight) norms for the movement of these goods across the customs border, as well as a simplified procedure for their customs clearance. If the norms of international treaties in force for the Republic of Belarus establish other rules than those contained in this Regulation, then the rules of international treaties shall apply. Goods for personal use shall be intended goods intended for personal, family, household and other needs of natural persons not related to the implementation of entrepreneurial activities, transported across the customs border in accompanied or unaccompanied baggage, in international postal items or in any other way. Single rate shall be intended the total rate of customs duties and taxes established by this Regulation in respect of goods for personal use. Liquors shall be intended vodka, alcoholic beverages, wine, cognac, brandy, calvados, champagne, and other drinks with an ethanol content of 7 or more percent by volume. Foodstuffs shall be intended products of animal and vegetable origin: meat and edible meat by-products, fish, dairy products, poultry eggs, natural honey, vegetables, fruits, berries, mushrooms, root crops, nuts, tea, coffee, spices, cereals, flour, cereals, fats and oils, sausages, sugar, cocoa and its products, pasta, flour and other confectionery products, jams, jellies, marmalades, purees, juices, extracts, essences, coffee and tea concentrates, soups and broths, ice cream, as well as cooked or canned vegetables, fruits, berries, mushrooms, root vegetables, nuts. It is allowed, subject to the availability of appropriate permits and (or) licenses of authorized state bodies for the import of goods into the Republic of Belarus and (or) their export from the Republic of Belarus, the movement across the customs border of the following goods for personal use, restricted to movement across the customs border upon import and (or) export in accordance with the legislation and (or) international treaties in force for the Republic of Belarus: (a) sources of ionizing radiation; (b) toxic substances; and (c) wild fauna and wild flora species, their parts or derivatives thereof, subject to the Convention on International Trade in Endangered Species of Wild Fauna and Flora, signed in Washington on March 3, 1973. Export by any means: (a) particularly valuable botanical collections or their parts; (b) zoological collections or parts thereof; (c) paleontological collections or parts thereof; and (d) plants and animals belonging to the species included in the Red Book of the Republic of Belarus, their parts and derivatives. The following items imported into the customs territory in accompanied and unaccompanied baggage of an individual are not subject to import customs duties: (a) liquors in an amount not exceeding 2 liters; and (b) foodstuffs from the member states of the Commonwealth of Independent States: from June 1 to October 31 with a total weight of not more than 30 kilograms; from November 1 to May 31 with a total weight of not more than 5 kilograms; and from other countries with a total weight of not more than 5 kilograms.
