Abstract This Decree provides for the establishment of several institutions under the Ministry of Agriculture to improve and ensure the effectiveness of the governance in the agricultural sector. The institutions to be established by this Decree are; the State Veterinary Service; the State Phytosanitary Control Service and the State Agricultural Credit Agency. The Decree also sets forth that the State Amelioration and Water Management Agency will be assigned under the Ministry of Agriculture instead of the Cabinet of Ministers. The Decree further sets out that the legislation regarding the functions, powers and responsibility of each and every institution established by this Decree shall be drafted separately.
